What NCEES Provides During the PE Exam
NCEES describes the current PE Civil exam resources this way: it provides an electronic reference handbook and all specified design standards during the exam, and those are the only reference materials candidates may use. NCEES also notes that the handbook and design standards used on the exam are searchable PDF files with linked chapters for navigation.
That same pattern applies across the CBT PE exams: your allowed references are not whatever you bring; they are the electronic materials NCEES supplies for that specific exam and exam date. The exact list changes by discipline and sometimes by effective date, so always download the current specifications from the official NCEES page before you buy standards or build a study plan.
As of May 5, 2026, the current PE Civil design-standard information on NCEES is effective as of April 1, 2024, and NCEES has also posted future Civil materials for exams beginning in April 2027. If your exam date is near a standards transition, check the effective date twice before buying references.
PE Civil: Handbook Plus Discipline-Specific Standards
For PE Civil, NCEES provides the PE Civil Reference Handbook plus the design standards listed in the specifications for the depth area. Civil candidates should treat the specs as a shopping list and a navigation checklist, especially for Structural and Transportation where external standards are heavily used.

PE Electrical Power: Handbook Plus Code Standards
The PE Electrical Power exam is especially reference-heavy because code lookup is part of the exam. NCEES lists the PE Electrical Power Reference Handbook plus code standards for the specifications effective October 2025, including NFPA 70 (NEC 2020), ANSI C2 (NESC 2017), NFPA 70E-2021, NFPA 497-2021, NFPA 499-2021, and NFPA 30B-2023.
For PE Power, your reference practice should be split into two tracks: calculation formulas in the PE Power Reference Handbook and code navigation in NEC, NESC, NFPA 70E, and the hazardous-location standards. If you only solve formula problems, the code questions will feel slow. If you only tab a personal NEC, the exam PDF interface will still surprise you.

For PE Electrical and Computer exams outside Power, start with the NCEES Electrical and Computer exam page and download the specifications for the exact exam. How to Practice With PE References Before Exam Day
- Download the current NCEES specification first. Save the PDF for your exact discipline and effective date. Highlight the reference list and standard editions.
- Use the NCEES handbook during every practice set. Even if you know the formula, look it up while studying until the navigation path is automatic.
- Practice with PDF search, not only paper tabs. The exam interface uses electronic references. Your beautiful paper tabs will not be there.
- Build a lookup map. Write down where common problem types live: NEC Article 250, AASHTO sight-distance tables, ASCE 7 load combinations, ACI development length, or WRE open-channel formulas.
- Time your lookups. A reference item you can find in 30 seconds is a tool. A reference item that takes 4 minutes to find becomes a time-management problem.
What Changed From the Old Open-Book PE Exam?
The old paper PE exam rewarded candidates who built large binders, tabbed personal manuals, and knew where their own notes lived. The CBT PE exam rewards a different kind of fluency: recognizing the governing reference, opening the right chapter, searching the right term, and applying the provided material without personal annotations. That is a better match for real engineering work in some ways, but it means your study process has to change.
